Should we pay to treat waste carbon?

A Bloomberg Green articles argues that, much like paying to treat waste water, it should be possible to treat carbon-dioxide discharge similarly.
Researchers at the University of Oxford, lead by Myles Allen, suggest a “carbon take-back obligation,” or CTBO should be implemented. Their view is that we cannot afford to wait until everyone stops using fossil fuels before we halt global warming - a total ban on fossil fuels would be impractical and politically infeasible.
The alternative is to permanently store one tonne of CO2 for every tonne generated by burning fossil fuels and producing steel and cement, such that it remains out of the atmosphere for thousands of years.
